Solid Waste Manager - Health Department
Salary Range: $76,662.18 - $103,494.30
Full time: 35 hours/week
The City of Attleboro Health Department seeks a Solid Waste Manager, who works under the direction of the Mayor, oversees the Solid Waste Division of the Health Department. Manages day-to-day operations of the solid waste program and recycling center. Ensures compliance with statutes, bylaws and regulations concerning solid waste activities and recycling regulations.
Duties include ensuring compliance with City Ordinances, MASS DEP regulations and Solid Waste Regulations. Participates in contract negotiations with solid waste vendor. Supervises Recycling Center staff to ensure that the site is well maintained. Generates and manages budgets, expenditures, and revenues. Oversees and schedules operations of the City’s compost center. Attends meetings and seminars that are related to regulations in the areas of solid waste disposal, compost operations, recycling, hazardous and waste management. Draft RFP’s for department purchases. Oversees the opening and review of bids and proposals. Oversees grant applications preparation and implantation. Resolves residents inquires and complaints. Ensures the City’s recycling ordinance is enforced. Creates public awareness campaigns concerning recycling and solid waste collection. Oversees the preparation of records, prepares monthly reports for state agencies. Enforces contract specifications with vendors and contractors. Performs related work as required.
Requires a bachelor’s degree with courses in environmental sciences or three years of related experience or any equivalent combination of education and experience. Requires a valid State Driver’s License. Thorough knowledge of principals, practices, methods, techniques of integrated waste management strategies. Ability to read, interpret and apply laws, rules, regulations, policy and procedure pertaining to solid waste. Ability to deal with newspaper, cable public access channels and community radio. Ability to communicate effectively orally and in writing.
