This position is a 12-month Limited-Term position that may be extended and/or become permanent.

The Compliance Branch of the Electrical Undergrounding Division is seeking a Public Utilities Regulatory Analyst I, II or III (PURA) to work on a pioneering effort to develop policy and oversee implementation of electrical corporations’ efforts to reduce utility-ignited wildfires through undergrounding overhead distribution lines.

The Electrical Undergrounding Division is responsible for driving electrical corporations to be smarter and more efficient in how they target wildfire mitigations so that they operate more safely. To do this, the division will evaluate electrical corporations’ 10-year electrical distribution undergrounding plans to ensure that they are reducing the risk of wildfire from utility-owned assets while also increasing the reliability of the system and ensure that the plans are implemented as approved.

Under the general direction of the Program and Project Supervisor of the Compliance Branch of the Electrical Undergrounding Division, formed pursuant to SB 884, the incumbent will assist in the development of technical guidelines and protocols, the evaluation of utility distribution undergrounding plans, and ongoing monitoring of the utilities' implementation of their electrical undergrounding plans. The incumbent is a technical specialist performing complex analysis that requires specialized knowledge and abilities pertaining to the development of utilities’ 884 electric distribution undergrounding plans for protection against and prevention of wildfires throughout the state of California.

This position will assist with the development of an evaluation framework and assessment of utility compliance with their undergrounding plans. Specifically, the PURA will participate in the effort to ensure that the benefits of the projects selected for undergrounding warrant the investment of billions of ratepayer dollars over a 10-year period. This is a first in the nation program. This position will assist in driving a collaborative effort among stakeholders and sister agencies to develop a program that has substantial risk, reliability and cost benefits.

The Electrical Undergrounding Division is looking for people who want to help create new systems and policies. In-depth knowledge of undergrounding is not required, but the desire to learn and the ability to dive into complex problems is.

Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

This position is headquartered in Sacramento, Oakland, or Lakewood, California and may be eligible for a hybrid telework schedule for applicants residing in California, in accordance with Government Code Section 14200 and the Department’s current telework policy. A hybrid schedule typically includes working remotely and physically reporting to the office a minimum of two days per week; however, the specific number of in-office days and the overall telework schedule are subject to change at the sole discretion of the Department based on operational needs, policy changes, or direction from State leadership. Employees may be required to report to their designated work location with minimal notice. Telework does not alter the terms and conditions of employment, essential job functions, or compliance with departmental policies .
